1. Why is the European Commission organising a competition on the “European Union and Citizenship”?

From the end of 2008 to the beginning of 2009, the European Commission is inviting citizens or residents of the European Union, particularly arts and graphic design students aged at least 16, to take part in a competition entitled "European Union and Citizenship". The objective is for them to gain a greater understanding of the notion of life as a citizen in the European Union.
The means used to communicate with the potential participants is a website.
The competition is organised within the communication activities of the European Commission.

2. What personal data does the European Commission collect, for what purpose and through which technical means?

Personal data

Via the registration and entrance forms, the European Commission collects for each participant:

If the participant is an adult (18 years or over):

  • surname;
  • first name;
  • date of birth;
  • occupation;
  • address;
  • phone numbers;
  • e-mail address.

If the participant is a minor (under 18 years):

    (1) Identity of the participant

  • surname;
  • first name;
  • date of birth.
  • (2) Identity of the adult in charge

  • surname;
  • first name;
  • relationship to the participant;
  • address;
  • phone numbers;
  • e-mail address.

In both cases (adult or minor participant):

Answer two questions, one about the working method used by the participant and another about the ideas that he or she wishes to convey.

In both cases (adult or minor participant), if applicable:

Details of the school, university or other organisation where the participant carried out the project.

The input of each data item is mandatory, for the reasons outlined below.

Purposes

The purposes of the registration form are:

  • to give the European Commission an idea, a few weeks after the launch of the competition, of the number of people interested in the activity;
  • to identify those countries where interest seems low and therefore more active promotion is needed;
  • to be able to contact directly by e-mail the person which has expressed interest in the competition (if an adult) or the adult in charge (if the person interested in the competition is a minor), in order to encourage them to design and submit a cartoon.

The purposes of the entrance form are:

  • to identify the final participants;
  • to facilitate evaluation of the work;
  • to be able to contact urgently by phone, in the event that the participant has won a prize, either the participant (if an adult) or the person in charge (if the participant is a minor);
  • in this case, to be able to organise the trip to the national capital and possibly Brussels, in good time.

Technical means

Personal data are collected by means of the two forms mentioned above, which will be found on the website.
The registration form should be sent to the European Commission by e-mail and the entrance form by direct delivery or express courier, along with the cartoon.

3. Who has access to your data and to whom is it disclosed?

Designated officials or agents of the European Commission's Directorate-General for Justice, Freedom and Security, as well as designated employees of the contractor for the organisation of the competition have access to your data. Your data will not be disclosed to anyone else, except for names and dates of birth which will be disclosed with your permission to travel companies (airlines, hotels, etc.) in case you win a prize.

4. How does the European Commission protect and safeguard your data?

Your data are stored in the databases of the European Commission and their contractor, with access protected by passwords and limited to designated Commission officials or agents, as well as designated employees of the contractor for the organisation of the competition.

5. How can you verify, modify or delete your data?

You have no direct access to your personal data stored in the databases. If you wish to modify or delete your data, please send a message to the address specified in point 7.
Your data will be modified or deleted within five working days.

6. How long will we keep your data?

Your data will be deleted from all the databases within six months after the end of the competition (day of the EU prize-giving ceremony).
